Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Voting Advice, Claims Netherlands Regulator

AI assistants have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democratic processes just over a week before national elections.

Study Shows Consistent Bias in Chatbot Recommendations

The four chatbots tested by the AP “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the regulator explained in a analysis published ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query precisely aligns with the positions of these parties, the report pointed out.

Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance

The vice-chair of the data protection agency, Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that might not correspond to their political views, she added.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”

Voting Background and Political Landscape

Netherlands citizens vote on 29 October in an electoral contest that will be keenly observed around Europe for the showing of the PVV.

The right-leaning group of Wilders is leading the polls but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors yet to make up their minds.

Every significant political faction have ruled out an alliance with the PVV, implying the runner-up party is most likely to provide the next prime minister.

Inadvertent Prejudice Linked to AI Operation

The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
